The Founders and Board Members of International Child Foundation include professionals from the areas of adoption, education, medicine and international studies.

international adopiton board member Bruce WalkerBruce Walker, MCSE, MCT, is a Senior Systems Analyst and International Trainer for JES & Co. In conjunction with the US Department of Education, Microsoft, Dell and Intel, Bruce plays a key role in defining technology education and trains educators across the US, and in Europe and the Middle East. Bruce serves ICF as Board Chair and Director of Technology, and is committed to bridging the digital divide for children in orphanages.


Maryline Boulay our International AdvisorMaryline Boulay is a French national who resides in the US and teaches at the University of Arizona. Maryline holds degrees in literature, business and international politics, speaks five languages and serves as International Advisor.

Maryline and Bruce assist to establish new programs and humanitarian aid projects. Email them at info@childfound.org.


Dr. Andrzej Weichsel our consultant on europeDr. Andrzej Weichsel is a research scientist in the Department of Biochemistry & Molecular Biophysics at the University of Arizona. A native of Poland, Andrzej has lived in the US with his family for thirteen years. As immigrants, Maryline and Andrzej understand the challenge of adapting to another language and culture.


Jackie Semar our Director of International AdoptionsClaudia-Jacqueline Semar, M.Ed., is an adoption professional with over fifteen years in social service. As an adoptive mother, Jackie is personally familiar with issues of older child adoption. Jackie serves as CEO and Director of Adoptions. Jackie is well known as an adoption speaker and the author of many of ICF's educational materials.

Dr. Randee Nicholas, DO is our Board Secretary and Medical AdvisorDr. Randee Nicholas, DO, is a physician specializing in family and urgent-care medicine. Randee is Board Secretary and Medical Advisor. Randee is family-oriented and is key to ICF's policy and decision-making. Randee currently resides in San Antonio, TX.

Not featured are Michelle Renzetti, a Tucson teacher and adoptive mother, Joay Atkinson, a professional life coach and resident of Oro Valley, and Charlotte Adams, author, former non-profit Director of mission services to Haiti and Director of African refugee services in Colorado. Charlotte currently resides in San Antonio, TX.

International Child Foundation Home Study Staff

We have a diverse team of talented, compassionate and professional home study caseworkers, many of whom are also adoptive parents. These are some of our key staff:

Marcy Gitt, Peggy Bartel and Jennifer Rosenfeld assist families throughout greater Phoenix. Marcy is a well-known speaker on Asia adoption and trans-cultural issues. Peggy is an experienced case manager in both international and domestic adoption.

Additional social workers in the Phoenix metroplex are particularly skilled at home studies and post placement reports for Russia, Ukraine and Kazakhstan adoption, and several have personal experience as adoptive parents.

Tracy Anderson helps families in the Prescott and Kingman areas, and as far as Lake Havasu City.

Jackie Semar, the Director, and Jennifer Bouton provide home studies for Tucson and southern Arizona families.

Jackie and Marcy are both adoptive moms. Jennifer is adopting from China and Jean is adopting from Vietnam. All of our staff have experience with child and family issues and provide education and support to families throughout the home study certification process.

Marcy is also a Birthland Tour founder, which takes adoptive families on escorted tours of China. Marcy is currently working on tours for Guatemala and other countries, too.
